Executive Committee Meeting of NASVI

Introduction
An Executive Committee meeting of NASVI has been organized on 19/11/06 at 'NASVI office' Sudama Bhawan, Boring Road, Patna
In this meeting the members from different states and organization has participated. The Executive Committee members who were present in the meeting are-

The meeting was initiated with the welcome speech of Mr. Arbind Singh (Coordinator NASVI), after warm greeting all the participants discussion has started on the agenda and the various previous activities taken place in different states like in Delhi, U.P. M.P , Orissa, Uttranchal, Tamil Nadu, Gujrat, Andhra Pradesh, Rajasthan, Bihar & Mumbai, the important points discussed were- Public Hearing, Annual General Meeting, new membership, plan for activities in states etc.

The detail of the activities and proposals for further movement of NASVI are-
- There must be some new strategy after Hawking & Non-Hawking zones.
- A survey must be conducted by NASVI also then only appropriate result would be came out
- In Delhi due to the political approach, organizations are very weak, so state government is facing many difficult ties in adopting the National Policy for the urban street vendors.
- The strategy of survey must be change specially in Delhi
- A letter should be send to Right to Information mentioning the various activities taking place in Delhi & Rajasthan (regarding the implementation of the National Policy & construction of the vending zone).
- The strategy of survey must be change according to the situation
- Its essential to organize a meeting with MCD and to make pressure on them by taking the support from the officers.
- In Rajasthan its essential to meet with the Secretary of Urban Development
- To conduct a consultation from NASVI- a date should be taken from Minister of Urban Development, after that workshop would be organize in Orissa including Urban Secretary (Secretary Department of Urban Development) and Commissioner of municipality including every city of Rajasthan
- A letter must be send to Kumari Sailja for visiting Uttranchal
- In U.P. survey is not started in all city but only in Lucknow the process is going on, a committee has to be constitute for conducting survey
- In M.P. the process of distribution of licences is started in Indore only where forms are filling up and the cost of the form is only Rs. 5.
- In Bhopal cards are distributed free of cost and Rs. 100 is charged for licences.
- In A.P. State Policy has made but only for the mobile vendors.
- Its essential to talk with Dept of Urban Development A.P. to bring changes in the state policy
- A special ward has been constructed in Ahmedabad after the intervention of SEWA, for self employed. Unprotected workers like head loaders & hand cart, pullers by Dept of Urban Development (Gujarat). Support from Urban renewal mission has been also taken for construction of special wards.
The major decision taken in the meeting are -
- NASVI should be conduct survey by taking the help of TISS by raising fund, so that efforts of NASVI couldn't come to an end.
- A big program would be performed in Mumbai on Vendor's Day, with the support of TISS.
- A special issue on Footpath ki Aawaj must be published including the situation of vendors in different states, the process of implementation of the National Policy in other states and issue of identity cards, process of survey etc.
- To exercise urban renewal mission at states & national level a meeting should be organize with experts of urban renewal mission and Ministries of Urban Development
- A state level policy should be made for urban renewal mission
- Capacity building is very necessary for this programme and training related to it must be conducted state wise also
- Its essential for all the staff of NASVI to attend the Executive Committee Meeting attend the Executive Committee meeting and they should prepare a detail report before the meeting about the various activities performed by them.
- To include new member organisation in NASVI, a prepared list related to them have to be send to all the members of the Executive Committee prior 15 days of meeting, and if they don't send any negative comments about the members then their members is confirmed, physical verification of new member organisation is very essential and those organisations are not working or have a bad reputation shouldn't be included.
- A new membership format should be develop and a list should be prepare regarding the registered and non-registered organisation
- To approach planning commission for City Development Plan
- What is JNURM-A note related to it, should be send to all the member organisation
- Draft memorandum should be send to every member organizations and a signature campaign must be started very soon
- To organise a meeting of Executive Committee member with Minister of urban Development Kumari Salaija
- A strategy should be made for conducting of workshop
Executive Committee Meeting of NASVI (Jodhpur)
The meeting of the Executive Committee of NASVI started at 10.00 A.M. on 13th November in Hotel Utsav, Jodhpur. Meeting was presided by the President of NASVI Mr. Sodhan Singh and coordinated by Gokul Prasad, Vice President of NASVI.
After considerations, some other points were also involved in the agendas which are as follows:-
- Formation of Sub-Committees
- Certificate for the members of organizations
- Identity cards for the Executive Committee members
- Vendor’s Day-20th January
- State Level Co-ordination Committee
On the request of President, the Co-ordinator presented the report of previous work done by NASVI. Later on during the discussions, some vital subjects were also discussed in detail by the Executive members.
Decisions taken after report presentation by the Co-ordinator and the reports given by different states-
- NASVI’s participation in any meeting should be conveyed to the NASVI Executive Committee.
- The Urban Development Ministry (Govt. of India) has agreed to talk to the Railway Ministry for Railway Vendors through NASVI. After the Bihar Election, meeting with Railway Minister will be considered.
- The work of National Highway Authority is carried on by World Bank. If the authority fails in providing compensation after removing these vendors or does not allot places according to the guideline then NASVI will talk to World Bank on this matter.
- Guideline of World Bank will be provided to all members.
- Summary of National Policy will be translated into all languages.
- West Bengal is the only state where non bailable -arrest warrants have been issued against vendors for vending. Improvement should be made in this context and federation should be formed at West Bengal level.
- Wherever written evidence is needed relating to NASVI, then instead of National Association of Street Vendors of India, registered name i.e. New Association of Street Vendors of India should be used.
Account Presentation:- The account of the NASVI progamme from March–October 2005 was presented which was passed by the approval of the whole members.
Suggestions:- Detailed description about programmes/cities/expedition ingredients.
Membership & Membership fee :- Till Annual General Meeting, total number of members were 224. The Executive Committee has provided membership to 23 members, and now it has membership of 247 members.
Arbitrations:-
- List of state member organization should send to the Executive Committee of the State.
- For the renewal of membership, letter should be written immediately to all the members. If they fail in clearing the membership fee by 31st Dec, then their continuity will come to an end.
Decisions for the Future Plannings:-
- For the implementation of National Policy, one copy of it should be sent to the Municipal Bodies also.
- If any NASVI member is not registered under any ACT, then NASVI will financially support for its registration. One-model byelaws are being sent to all organizations. After registration, expense which they faced during registration will be reimbursed i.e. Rs. 3000.
- Worker Education Centre of Mumbai should be requested to give trainings ‘Leadership Development’ to 30-30 persons each and letter in this context should be written soon to the center
- NASVI should make arrangements for three day training on ‘Leadership Development’.
- Regional Workshop on South Indian State should be held in Chennai.
- Organisations should stress for the involvement of more and more women.
- With reference to the formation of Sub-Committee, it was decided that in the meantime. Work of legal committee should be seen first. After its succession, formation of other committees will be also considered.
- Affiliation to all members and identity card to the Executive Committee members will be soon issued.
- Only in Bihar, Orissa and West Bengal, the State Level Coordination Committee is formed. It should be soon started in other states also.
- ACU Bangladesh is organizing a workshop in Bangladesh on 23-24 December.A delegation of NASVI will visit Bangladesh & team of Bangladesh will visit NASVI. For this, the team selected is as follows:-

- Prabhawati Devi-Bihar
The team will be given a draft in which it will be mentioned about the issues to be discussed.
- Places considered for the Bangladesh team to visit on
- Bhubneshwar,
- Cuttack,
- Midnapur
- Workshop on National Policy for the Street vendors of Sri Lanka. In this, it was decided that representatives should be sent from South Indian States. Final selection will be done in the Regional Workshop, Chennai.
