Report of Annual Genral meeting of NASVI
Annual General Meeting of NASVI was organized on 23-24th June 2005. Before the meeting a rally was taken out which marched through the different areas of town and finally reached to Barabati Stadium where it was converted into Annual General Meeting. This was open meeting, Mr. Ravi Roy, Ex-speaker of Loksabha and a noted Social activist was the Chief Guest.
Mr. S.K.Abdullah the member of Executive Committee of NASVI and local organization ‘khudra Uthadokani Mahasangha’ welcomed every guest Sri Subhash Singh given responsibility to preside the meeting.
Mr. Subhash Singh welcomed to every representatives and participants and presented banquet to all the guest who were present on the dias.
Mr. Ravi Roy (Ex-Speaker Lok Sabha) addressing the meeting, he first of all welcomed all the participants and expressed their said, “It is great occasion for us as the Annual General Meeting of NASVI is being organized in Cuttack”. The condition of workers in pathetic today. It is attack on India. It will worsen in the future. Will India face this challenge ? Since 1991 map of Parliament has been changing. There has been radical change in the attitude of Government. If one does not understand . This reality one can be trapped into political game. “Your issue is not in the agenda of government. You make pressure on government to introduce bill on National Policy in parliament. That bill should be discussed and voted for. It will bring positive result”, he appealed to everyone. Now, all ministers and more interested in foreign trips. They are influenced with the idea of big market complexities. Common people of India do not need departmental store. You need to work with restraint, intelligence and courage. National movement is needed for it. It is national problem. May you get success in this struggle. All m best wishes to you.
Mr. Ramchandra Khutiya (President INTUC, Orissa):- You are vendor, your movement is national movement. We are with you in your struggle. The struggle of workers continue, irrespective of government no matter whose Government it is. In our country 40 crore people are workers and no political party can think of progress of nation by ignoring these workers. Street Vendors come from the poor section of the society who do not have any job. They donot possess any capital to start any for business with. They possess no land and they are illiterate. There should be debate on the National Policy. We will make our effort to initiate national debate on street vendors.Your letter will be conveyed to Mrs. Sonia Gandhi. We shall also make demand for its solution on State as well at national level.
Following the order of Supreme Court, we are reported in the name of encroachment. We want that our jobs should also be considered in budget. Fund allotted for us should be properly utilized. Street vendors need not only land but insurance, credit, security and store room also to keep their stocks.
These days unions are found involved in bad practices. They first call policemen to remove encroachment and then collect money from vendors to save them from anti encroachers drive we need to check this practice of unions.
Our final aims is to get National Policy implemented. Ahmedabad Municipal Corporation has allotted 2 crore rupees. Directive Principle of state have been made on the basis on National Policy. We will have to make pressure on every state government to get this policy implemented.
In the last executive meeting on 22th June 2005, three resolution were passed. These resoulution were put forth General Body for their final approval.
- Three persons are nominated to assist President Mr. Sodhan Singh in his work.
- Condolence message on the death of Viji Srinivasan. Viji was organizing born in Tamilnadu but she chose Bihar for her work . From the very 1st day of NASVI, her contribution as social activist and path finder has been invaluable . she gave her valuable contribution in meeting study of seven cities conducted by NASVI. With her death NASVI has lost its advocate, friend, philospher and guide.
- Abdul Rafik Khan, the President of ‘Saptahi Paith Bazar, Dukandar Kalyan Samiti sacrified his life for the right of street vendors. He immolated himself after a long struggle with Lucknow Municipal Corporation. His death is a great loss for NASVI.

Financial Report
Treasurer of NASVI presented the financial report from April 1, 2004, to 31,March 2005. A.G.M approved this report.

Second Day
Following proposals were srought before A.G.M:-
- Appeal to Government of India to honestly implement “National Policy on street vendors which was passed on 20th January 2004. Immediately start the process of implementing National Policy by forming” “City vending committee” By states/Municipal corporations and municipalities.
- To make street vendors(Footpath shopkeepers) an integral part of urban renewal mission passed by Government of India and to use financial and given to state/ Urban Governments by Government of India for making land legally available to Footpath shopkeepers(vendors).
- Government should have land legally available to vendors.
- Government and financial institutions should formulate policy & programme for street vendors/ Footpath shopkeepers.
All proposals were thoroughly discussed are also added to it and finally passed after adding some other issues to them. This will be known as “Cuttack Declaration Paper” and it will be publicised all over India.
Cuttack Declaration
The Annual General Meeting of National Association of Street Vendors of India, (NASVI) was held at Cuttack on 23rd & 24th June 2005 in the backdrop of self immolation by Late Abdul Rafiq Khan of Lucknow and growing restlessness among street vendors throughout the country because of senseless eviction and harassment by various agencies of the Government. Street Vendors like Rafiq Khan are forced to take extreme steps due to sheer frustration. The meet which was represented by 121 organizations from 16 States unanimously passes the following resolution.
- Make Street vendors an integral part of to be launched Urban Renewal Mission and financing to the States and Cities by the Government of India to be linked with making space available to the Street Vendors
- The meet urges upon the Government of India to take immediate steps for placing and getting passed by the Parliament the Umbrella Legislation on Unorganized Workers
- The meet urges upon the Governments at all level to make space legally available to the street vendors
- The meet also urges upon Government and financial institutions to come forward with finance and insurance policies and schemes for the street vendors.
- The meeting called upon the street vendors organization throughout the country to focus upon organizational strengthening so as to sustain the struggle and ensure that street vendors get their rights of livelihood as enshrined in the constitution of our country. This should be done by:
- increasing participation of women
- democratizing organization
- bringing transparency in organization
- increasing membership of organization
- bringing self discipline by the street vendors
7. Urges upon governments of make accessible health and education to Street vendors and their children
8.Make housing available to Street Vendors on easy installments
Report of states
NASVI should take this decision seriously and make contact with Urban Development to hive one advocate to plead for Government. Otherwise “National Policy” will be we appeal to every organization of street vendors.
